

Procurement Route - the systems and procedures for commissioning work. In BSF usually 50% of the schools will be PFI new builds which means they will be built, maintained and facility managed by the LEP. The rest of the schools will be refurbished, and in some cases will also be maintained over a period of time by the LEP (Around 15- 20 years).
Private Partner - In BSF the Private Partner is usually a consortium made up of a range of private sectors working collaboratively. These might include Construction Companies, Architects, Landscape Designers, ICT Providers, Legal Advisors and Education Consultants.
Asset Management Plan - Each children and young people's service will produce an investment strategy which prioritises their secondary school stock through analysis of the condition of the building and suitability for purpose (in size, form and location etc.)
PFI (Private Finance Initiative) - A private sector partner raises private finance to fund a project for the public sector. In return the public sector will pay an annual 'unitary charge' over a long-term relationship. The DfES provide 'PFI credits' to local authorities to help fund this process.
Facilities Management - If a new school have their facilities managed as part of the BSF contract this means that they will pass over responsibility for delivering the non-teaching operational management of the building. This usually includes cleaning, caretaking, catering, ICT support and internal and external grounds maintenance. Generally a 'helpdesk' system is set up so that the school can report any faults for the private company to address.
